Muito? Justo? Pouco? Cada um terá a sua opinião. Os salários dos presidentes de Câmara estão calculados com base no do Presidente da República. O vencimento dos autarcas varia consoante o número de eleitores do concelho.
Muitos acharão que alguns autarcas valerão o seu peso em ouro, outros acharão que nem por isso e que para o valerem teriam que fazer exigente esforço. Cada um fica com o seu critério de avaliação do trabalho dos seus autarcas, mas os valores são exactos, mesmo para quem ache que ganham muito, que ganham justamente ou que ganham pouco para a responsabilidade do cargo.
A exigência do exercício de cargos públicos e a sua remuneração tem sido, de resto, por vezes, alvo de tímida discussão e por aí tem ficado, muitas vezes refém da espada do muito mais que gestores ganham em algumas empresas públicas e privadas e a parede do menos que muitos dos portugueses ganham.
Os ordenados dos eleitos para os municípios estão directamente indexados ao salário do Presidente da República, o titular do mais alto cargo político da nação. Aníbal Cavaco Silva tem um vencimento - base de 7.630,33 euros. Os restantes vencimentos da hierarquia de Estado estão directamente indexados a este valor, e sempre abaixo deste montante. Os presidentes das Câmaras de Lisboa e Porto recebem 55 por cento deste valor. Os presidentes de Câmara de municípios com 40 mil ou mais eleitores recebem 50 por cento do vencimento do Presidente da República. Nos municípios com mais de dez mil eleitores e menos de 40 mil, recebem 45 por cento do salário-referência. Os presidentes dos restantes municípios – leia-se com dez mil eleitores ou menos – recebem 40 por cento do salário do Presidente da República. Estas são as regras. As remunerações dos vereadores em regime de permanência correspondem a 80 por cento do montante do valor base da remuneração a que têm direito os presidentes das autarquias. Já os vereadores em regime de meio tempo correspondem a metade do legalmente fixado para os vereadores em regime de tempo inteiro. Os vereadores que não se encontrem em regime de permanência ou de meio tempo e os membros das assembleias municipais têm direito a uma senha de presença por cada reunião ordinária ou extraordinária. O valor das senhas de presença estão fixadas em três por cento, 2,5 por cento e dois por cento do valor base da remuneração do presidente da Câmara Municipal, respectivamente para o presidente da Assembleia Municipal, secretários, restantes membros da Assembleia Municipal e vereadores.
A tradução em números é a seguinte: os presidentes de Câmara com vencimentos mais elevados são os de Lisboa e Porto, com um valor de 4.197,00 euros, a que acrescem as despesas de representação no valor de 1.222,07 euros. Seguem-se os presidentes das autarquias com 40 mil ou mais eleitores, onde a tabela indica um vencimento para os presidentes de 3.816,00 euros, com direito a despesas de representação no valor de 1.110,97 euros. Os vereadores a tempo inteiro destas autarquias têm um vencimento tabelado de 3.052,80 euros, tendo também direito a despesas de representação no valor de 592,52 euros. Os vereadores a meio tempo têm direito a um salário de 1.526,07 euros, sem direito a despesas de representação.Nos municípios com mais de dez mil e menos de 40 mil eleitores (como é o caso Óbidos), o presidente tem, segundo a lei, um salário de 3.434,00 euros e despesas de representação de 999,88 euros. Um vereador a tempo inteiro ganha 2.747,00 euros, com despesas de representação de 533,27 euros e um vereador a meio tempo recebe 1.373,60euros, com despesas de representação de 266,64 euros.Para os municípios com menos de dez mil eleitores os presidentes da autarquia têm direito a um salário de 3.053,00 euros, a que se juntam 888,78 euros de despesas de representação. Um vereador a tempo inteiro ganha 2.442,40 euros e tem direito a despesas de representação de 474,02 euros. Um vereador a meio-tempo tem um vencimento definido de 1.221,20 euros.
Ainda segundo a lei, os eleitos locais têm direito a dois subsídios extraordinários (vulgo subsídios de férias e de Natal) a serem pagos nos meses de Junho e Novembro, respectivamente.
Quanto às senhas de presença dos vereadores que não se encontrem em regime de permanência ou a meio-tempo, nos concelhos com 40 mil ou mais eleitores, têm direito a um valor de 76,32 euros por reunião. Nas autarquias entre dez mil e 40 mil eleitores, estes vereadores recebem 68,68 euros por presença. Nos restantes municípios, o valor fixado é 61,06 euros. Quanto aos eleitos das Assembleias Municipais (A.M), nos concelhos com 40 mil ou mais eleitores, o presidente deste órgão tem direito a uma senha de presença de 114,45 euros por sessão, os secretários uma senha de 95,38 euros e os restantes membros 76,30 euros. Nos municípios com mais de dez mil e menos de 40 mil eleitores, o presidente da AM tem direito a uma senha de presença de 103,02 euros, os secretários 85,85 euros e os restantes membros a uma senha de presença de 68,68 euros. Nos municípios mais pequenos – com menos de dez mil eleitores, a lei determina que o presidente da A.M receba uma senha de presença no valor de 91,59 euros, os secretários de 76,33 euros e os restantes membros, uma senha de 61,06 euros.
O regime fiscal aplicado aos vencimentos é o dos titulares dos cargos políticos.
Juntas de Freguesias
O mais alto salário base que um presidente de Junta pode receber em Portugal é de 1.907,58 euros (acrescidos de 555,49 euros de despesas de representação). Para auferir esta verba (que contempla ainda subsídios de férias e de Natal), um autarca tem de exercer funções a tempo inteiro e em exclusividade numa freguesia com mais de 20 mil eleitores. Se tiver um salário de outra actividade, o eleito pode optar pela “não exclusividade”, recebendo então metade daqueles valores.
No escalão (entre 10 mil e 20 mil eleitores), o presidente de Junta eleito, se exercer funções a tempo inteiro e em exclusividade, recebe mensalmente 1.449,76 (mais 422,17 de despesas de representação). Sublinhe-se que a “não exclusividade” implica uma redução de 50 por cento.
Todas as outras Juntas de Freguesia (menos de cinco mil eleitores). Nesses casos, um presidente a tempo inteiro encaixa por mês 1.229,85 euros (mais 355,52 de despesas de representação) se estiver em exclusividade ou metade se auferir um rendimento de outra actividade.
Todos os valores indicados referem-se a salários base, sobre os quais serão, obviamente, descontados impostos. À cifra junta-se o subsídio de refeição a que têm direito (4,27 euros por dia).
Se um presidente de Junta não quiser exercer funções a tempo inteiro, poderá fazê-lo a meio tempo. Nesse caso, os salários são reduzidos para metade e não haverá direito a despesas de representação.
Como se sabe, são poucos os presidentes de Junta que exercem funções a tempo inteiro ou meio tempo. A maior parte deles “trabalha” em não permanência, uma vez que têm as suas actividades profissionais privadas. Nesses casos, o presidente recebe 366,36 euros se a sua freguesia tiver mais de 20 mil eleitores; 305,30 euros se tiver entre cinco mil e 19.999 eleitores; e 274,77 euros se tiver menos de cinco mil eleitores. Os secretários e tesoureiros recebem 293,09 euros, 244,24 ou 219,82 consoante o número de eleitores referidos atrás.
Depois, há ainda nas freguesias outras pessoas que são pagas por estarem presentes nas reuniões da Assembleia de Freguesia. Falamos dos vogais que estão fora do executivo (mínimo de 21,37 e máximo de 25,65 euros por cada sessão) e dos restantes membros da Assembleia de Freguesia (mínimo de 13,74 e máximo de 18,32 euros por sessão, variando também consoante o número de eleitores).
ASSIM UM PRESIDENTE DE CÂMARA ou VEREADORES, a tempo inteiro num município como o de ÓBIDOS, que não se encontrem na condição de aposentados, pensionistas, reformados ou reservistas, independentemente do regime público ou privado que lhes seja aplicável, têm uma remuneração global estimada em :

No tocante à remuneração dos chefes do gabinete de apoio pessoal nos municípios, idênticos ao de Óbidos corresponde a 90% da remuneração que legalmente cabe aos vereadores em regime de tempo inteiro, com direito aos abonos genericamente atribuídos para a função pública, isto é cerca de 2 900 euros/mês (mais de 41 mil euros/ano) e a remuneração dos adjuntos e dos secretários corresponde a 80% e 60%, respectivamente, da que legalmente cabe aos vereadores em regime de tempo inteiro.

Muitos autarcas portugueses, em particular os que acumulam os seus lugares de vereadores ou presidentes de câmara com os de membros dos órgãos sociais de empresas municipais e intermunicipais, auferem vencimentos próximos dos do Presidente da República.
A situação destes políticos viola abertamente uma lei de 1988 que estabelece um tecto de 75 por cento do somatório do vencimento e despesas de representação do Presidente da República para o total das remunerações ilíquidas de quaisquer titulares de cargos e funções públicas, ainda que em regime de acumulação.
Entretanto o Zé vai empobrecendo cada vez mais, num país com 20% de pobres, onde o desemprego caminha para níveis assustadores, onde os salários da maioria dos portugueses estão cada vez mais ao nível da subsistência (eu acrescentaria da insolvência…)
O presidente do conselho de administração da TAP, segundo a declaração de rendimentos apresentada no Tribunal Constitucional (TC), recebeu mais de 816 mil euros em 2008. Quase o dobro do estipulado pelo estatuto remuneratório, que fixou o salário de Fernando Pinto para o mandato de 2006/2008 nos 30 mil euros mensais, acrescidos de regalias. O que deveria dar um total anual de 420 mil euros.
FERNANDO GOMES, mais um comissário político do PS, recebeu em 2008, como administrador da GALP, mais de 4 milhões de euros de remunerações. Acresce a isto um PPR de 90.000 euros anuais, para quando o “comissário PS” for para a reforma.
O padre Vítor Melícias, ex-alto comissário para Timor-Leste e ex-presidente do Montepio Geral, declarou ao Tribunal Constitucional, como membro do Conselho Económico e Social (CES), um rendimento anual de pensões de 104.301 euros.
Em 14 meses, o sacerdote, que prestou um voto de obediência à Ordem dos Franciscanos, tem uma pensão mensal de 7.450 euros.
Já nada me espanta neste País! Realmente, já engulo tudo como “normais” no nosso dia-a-dia… Também não me admiro pois Nosso Senhor Jesus Cristo era bem humilde nas suas vestes e o Papa, aquele que dizem ser o representante de Deus na Terra, anda carregado de jóias… todos sabendo a imensa fortuna que o Vaticano possui
Ora aí está o cerne da questão, sejam padres, administradores, banqueiros, comissários e tantos mais, o que eles querem estamos nós fartos de saber – DINHEIRO!
Comparando com estes os autarcas estão muito mal pagos. Daí a necessidade de recorrerem aos suplementos – empresas municipais e intermunicipais…
Outros exemplos extraordinários:
O ex-comissário europeu, António Vitorino, ganha 5000 euros por cada reunião a que preside como presidente da mesa da Assembleia Geral da Brisa, de acordo com o relatório anual de bom governo das sociedades, está disponibilizado no sítio da Comissão de Mercado de Valores Mobiliários (CMVM).
Armando Vara duplicou o rendimento ao passar de vogal do conselho de administração da Caixa Geral de Depósitos (CGD) para vice-presidente do Millennium/BCP.
O dr. Silva Lopes, com 77 (setenta e sete) anos de idade, ex-Administrador do Montepio Geral, de onde saiu com uma indemenização de mais de 400.000 euros, acrescidos de várias reformas que tem, uma das quais do Banco de Portugal como ex-governador, logo que saiu do Montepio, foi nomeado Administrador da EDP RENOVÁVEIS, empresa do Grupo EDP. Com mais este tacho dourado, lá vai sacar mais umas centenas de milhar de euros num emprego dado pelos políticos do governo, que continuam a distribuir milhões pela gente afecta aos partidos do centrão.
José Machado, que foi o cabeça de lista do PS à Câmara, estranha que haja 4 vereadores a tempo inteiro, apontando que “aumenta a despesa corrente da Câmara em mais de 200.000 euros, nos 4 anos do mandato, por cada vereador a mais, a tempo inteiro”.
Se um vereador em exclusividade ganha 2.747,20 de vencimento + 533,27 de gastos de representação. Num ano será 3.280,47x14 meses=45.926,58.
No final de mandato 45.926,58x4=183.706,32€
Se um vereador sem ser em exclusividade ganha 1.373,60 de vencimento + 266,64 de gastos de representação. Num ano será 1.640,20x14meses=22.963,63.
No final de mandato 22.963,63x4=91.853,44€
A diferença é de 91.852,88 €
Sr eng. Machado não chega a metade dos seus 200.00,00€!

Não sou advogado do Eng. Machado, mas o que li no Jornal das Caldas são os custos que a Câmara tem com mais um vereador. Os custos são o ordenado mais a segurança social. Os custos anuais de um vereador são mais de 50.000 €. Que dão mais de 200.000 € no mandato de 4 anos. A contas estão por baixo porque faltam os custos do automóvel. do telemóvel e dos almoços.
Se consideramos custos do carro, telemóvel, refeições, viagens, etc, esses montantes aplicam-se em ambos os casos. A segurança social não é razão para essa diferença.
A grande variável é o salário e despesas de representação que é na ordem dos 50%. Mas fazendo as contas nunca ultrapassa os 100 mil euros nos 4 anos.
Claro que são gastos…
